Try installing PM, then revert back to Dutch?
But it is a very basic idea: I have not Maximum Security at this moment.
I think you broke it! u.u
P.S.: Let me try to install a trial of Maximum in a clean PC just to check.

No that's not the point, i test a lot with install uninstall and just put 2 new versions on other computers, there i put the Dutch version (out of the global version ) and the Manager is not there, but if i install English version out of the global version ( i use that because it is easy to make screenshots from it, if i help here) the Manager download option is there!
Kind regards,
Tom

Nice catch! We'll forward this to the appropriate team and see if this could be a GUI issue or something else entirely.
Thanks!

Than we go for the next level and i think we come to the point Reg-edit must do the job!
I did a complete uninstall TM maximum Security used the uninstall tool, the TMRemnantFileRemoveTool_hfb0001 and did a regkey search on Trend Micro and Password Manager, delete everything also all the maps on C:. did several reboots.
Than i downloaded the Password Manager from my account and look the screen i got, did this now 2 times to no avail.
So is there also for Password Manager a RemnantFileRemoveTool or must i go in the registry to solve this? PM is NOT on my computer!
Kind regards,
Tom

I think your register was not so clean after deinstall.
Did you check also in Current_User?
Did you check if Trend Micro service was successfully removed and unregistered?
Did you check in PogramData (hidden folder), not only in Program Files?
Deleting following:
-HKEY_CURRENT_USER --- Trend Micro
- HKEY_LOCAL_MACHINE --- TMDP and TrendMicro folders under registry.
- C:\Program data --- TrendMicro
TrendMicro Installer
TMDP_Log
TMDP_Tower_Setup
- C:\Program Files --- TrendMicro

Due to legal regulations in some European countries, we are not able to offer Password Manager in all countries. This is why it does not show up in the Dutch and Italian version of Trend Micro Maximum Security.
Although, you can still use the serial number to activate English version of the app as there is currently no Dutch or Italian language support for Password Manager.
