Web Page Blocked Notification pops up every time I open or reload a link on Chrome

A web page blocked notification keeps popping up every time I open or reload a link on chrome. The web page being blocked is  "https://zoudlogick.net/2025b8e6a7c18f2f81.js". I have cleared cookies and data. I have also scanned the computer but it won't go away.

Is there a way to solve this or to get rid of notifications?
