Unproductive Windows 10 start up loop

My HP laptop has a start up malady. I cannot get it started in any way. it has been operating under windows 10 for 2-3 months now. I am about to reinstall windows then from an external drive but wondered if Trend Micro could help me resolve the issue or help me troubleshoot without losing my files.
