can you go to services.msc?
you'll find an entry there named Trend Micro Solution Platform
set the startup type as Automatic

I have followed the instructions to the tee and the program does not start automatically. It is set in service.msc to start automatically. I have uninstalled and reinstalled the software....now what?

Just to double check - could you confirm that all other security protection or PC tuneup software have been un-installed? e.g. AVG, Avira, Microsoft, etc. (sorry it's a long list in our document)

Trend Micro Maximum Security cannot co-exist with other security or PC tuneup software, as our product has features to provide both security protection and PC tuneup. Having other conflicting software will usually cause conflicts and malfunction.

If you have removed the said programs and Maximum Security still won't auto start, then we'll have to pass your case to our support center. Please let us know if you'd like to do that. Thanks.
