How can I turn off VPN and have it stay off
In settings the VPN is on. I try to turn off, but it keeps coming back on. When it slows my speed to the point a page won’t load, I don’t want it on.

Trend Micro Mobile Security has a feature in which it uses a local VPN with almost no impact on the network speed. You may check if the VPN is turned off on the Web Guard feature of the app.
If it's turned off, you may check the VPN configuration on your phone's Settings.
