WebGuard
I am trying to activate WebGuard on my Android NOKIA 8.3 5g phone
I tapped on WebGuard to allow permissions
DRAW over other apps is ON, and I can not deactivate it
ACCESSIBILITY is off and I can not select it to turn it on.
Please help.

You will need to allow the accessibility permission, to use the features successfully. You may follow the guide in the link below on how to enable it.
Things to fix after running a scan on Android
If you can't see the Trend Micro software under accessibility, kindly look for installed applications/software and it should be under it.
