What does Unable to quarantine mean

Scan showed several threats 'Unable to quarantine' on a backup disc.

To further check this, may we ask for the following information below? 

1. Exact detection or threat type if any

2. Exact File Path of the detection

       a. On the Trend Micro Main Console, click the Security Report (Chart icon) just right side of the Scan button.

       b. Under Security Threats, click "See more details".

       c. On the Logs screen, select the specific log type - Last Scan

       d. Click Export.

       e. Select a location you want to save the logs file, then click Save. The file will be saved as .CSV file.

       f. Open the log file and copy the full file location of the detection.
