May I know if you encountered any error messages? May I also know what is the version of your Google Chrome? Please try follow these steps to enable the toolbar from Google Chrome Extensions:

  1. Open Google Chrome.
  2. On the upper right corner of your Google Chrome browser, click the ⋮ button.
  3. Select More Tools, then click Extensions.
  4. Tick the Enable box beside the Trend Micro entry.
    You should now see the toolbar.

How to add the Trend Micro Toolbar to Google Chrome

Please try to disable your other extensions and reinstall Google Chrome. After that, check if the issue still persists.
