Based on Trend Micro comparison on their website
VPN is only available on their Premium Security plan and not Maximum Security

Welcome to Trend Micro Home Users Community!
Unfortunately, Maximum Security does not include a VPN but we have a separate product for that which is Trend Micro WiFi Protection that is also bundled with Trend Micro Premium Security Suite.
Trend Micro WiFi Protection will automatically connect you to VPN if your device joins an unsecured WiFi.
