I am trying to block certain adult sites, but if the address starts with HTTPS it bypasses the block. I have also specificly put the full address in the website exceptions menu with a block rule and it still does not work

Thank you for your question. HTTPS URLs can definitely be handled, but the syntax is a bit tricky. To block https URLs, please add the URL as shown in the example below:If you want to block https://www.facebook.com/, please try to enter the URL with * mark.
→http*://*.facebook.com/*
*mark means all of the letters.

Here's a reference doc for the steps:
Configuring the Exception List of Trend Micro Security software

Please refer to Add or Block Websites’ picture.

If after entering the URL plus *mark, you still can access the website, please provide the info below:
- The websites you want to block
- Which browser you're using

Once we understand more information, we'll be able to better assist you and recommend solutions. Thanks.

Thank you for providing us the URLs! We've added the URLs you provided by the above steps, and both of the URLs can be blocked. So could you please add the URLs as shown in the screenshot:

Add the following URLs to the Exception Lists:
http*://*.myfreecams.com/*
http*://*.tnaflix.com/*

Please let us know if the solution works for you. Thanks!

That works in standard mode, but it does not work in chrome incognito mode. Any ideas?

Incognito Mode is Google Chrome's security feature which allows you to browse a web without storing local data that could be retrieved later. This mode is currently not supported by Maximum Security. Sorry for the inconvenience.
