password manager starts out just adding a few seconds to my start up but grows above 25-30 seconds. WHY

As I understand your problem, the password manager start up time ranges from 25-30 seconds. For us to be able to provide to you a proper resolution, can you specify which browser is experiencing this concern? You can also try to check if that browser is on its latest version. We will also need the exact version of the password manager that you are using.

Can you try to check if the Trend Micro Password Manager toolbar on your Internet Explorer is already enabled? To do this, please follow the steps on this link:
Password Manager toolbar is not showing on Internet Explorer
Also, you may try updating your Internet Explorer by going to Tools>About Internet Explorer.
