Which method should I use?

Trend won't start on startup.

After a failed attempt to upgrade to Win10, my go-to computer guy got my laptop back to Win7 but also added IOBIT defrag. From past experiences I knew that IOBIT doesn't play well w/Trend, so I uninstalled it, but Trend still doesn't start automatically.

I'm assuming that I need to un/re-install Trend but am not confident how to do that. I've found 2 methods. 

This one looks like it'll do the whole job:

Or do I first need to uninstall:
and then reinstall:

Am I at least on the right track???

Thank you for asking here! You are right, re-install is one of the solutions of this Trend Micro Security doesn't  start automatically issue. We suggest using Diagnostic Toolkit to uninstall first, then reinstall your Trend Micro Security. We have a support article about this situation that should help you:
