Certutil.exe is a command-line program that is installed as part of Windows Certificate Services on servers. It will show if a site has a official certificate. 
Do not delete it because it is a part of Windows

Just wanted you to know what certutil.exe is about. It is a Windows file and has nothing to do with Trend Micro. It needs to be in your files for safety on sites Windows opens.
