i just noticed it in add/remove programs, I believe it installed as a part of "package" in updating an Adobe program. Question are: Is it safe? Do I need it? Any concerns in removing it or how it is removed?
Most commonly WinPcap is installed as a separate utility which is needed for software such as Wireshark to name but one popular program, as you mentioned Adobe program. You can find more information for WinPcap below: WinPcap: Frequently Asked Questions - Q1
Hope this helps.
