I am using Trend Micro 10.0.1265 on my desktop PC running Windows 10 Home Edition.  Lately, I have been getting pop ups saying that I am not using the most recent version of Flash (Windows 10 doesn't use it) or I have w32.vrabat virus and to call a number that is displayed on the pop up.  It happens most often when trying to launch Edge (my default browser), but also happens when I launch some of my Windows 10 apps.  I have tried running a full system scan several times, but can't seem to get rid of it.  Any advice?

Thanks for letting us know this issue. Per your description, the pop-ups you're seeing could also be due to Potentially Unwanted Applications (PUA), software that were installed along with other free software install. Please take a look at the doc below to check if you have any software installed that look suspicious. You might have to Google the names of some of these software to get more detail:
Uninstalling Potentially Unwanted Application (PUA)

Some common PUAs are: Ask Toolbar, MySearch, SlimCleaner, Pokki Toolbar, Pokki Start Menu, Searchqu, iLivid, and many others.

Let us know if this resolves your issue. If not, we suggest calling our support center directly to help you more efficiently, since the uninstall might need quite a few complicated steps. Here's the link below on how to contact our support center:
Ways to Contact Support (look for the "Call Standard Support" section at bottom left and choose "North America")

Thank you!
