Hi, jdpelc912!

You can follow the steps below to troubleshoot this issue:

1. Open Trend Micro Diagnostic Toolkit.
2. Go to (C) Uninstall tab.
3. Click 5. Stop all Components > 2. Delete Now > 4. Start All components.
4. After this, perform a Manual Update.
