Sorry to hear this issue. We understand that Password Manager does not work on your Google Chrome browser properly. We have two support articles that address the similar error. Could you please refer to below pages to see if the solutions can solve your problem?
1) "Unable to Help with Your Passwords" error message appears when clicking on the Password Manager Toolbar on your computer 
2) “Unable to help you with your passwords” error message appears after installing Password Manager

oh i had the same problem just few minutes ago i just removed the extension, opened trend micro maximum security interface then Data section then password manager>open and asked me to install the extension and done all good now
