Trend Micro will not activate when computer startup

After sign in, Trend Micro say that my protection is disabled and to restart. I do restart several times to no avail. HP laptop, Pavilion dv7.

Do a uninstall.
Then run this,
Using the Trend Micro Remnant File Remover Tool

Do a clean install.
Reinstalling the latest version of Trend Micro Security program
