I am sorry that the solution did not work for you. Please follow the instruction below to enable the Trend Micro Security Toolbar on your Internet Security.

  1. Double-click the Trend Micro icon on your desktop or on the system tray at bottom right corner of the screen to open the main console.
  2. Click on "Setting(the gear icon)
  3. Go to "Internet & Email Controls" and choose "Web Threats".
  4. Make sure to tick the boxes for the following options:
    ● Block potentially dangerous websites
    ● Display the Trend Micro Toolbar on supported web browsers
    ● Prevent Internet Explorer, Firefox, and Chrome from running malicious scripts on infected websites
  5. Click "Apply" then "OK" to save the changes.
  6. Open Chrome browser's Extensions page to see if the Trend Micro Security Toolbar extensions are available.

I understand. From your description, we suspect the Trend Micro Toolbar feature is damaged somehow. Otherwise, it would be enabled and available. Could you refer to the following support page to reinstall your Internet Security and verify if above options can be selected properly?

If those options still grey out after reinstalled, please provide a screenshot of the screen, so we can understand more background before recommending a solution.
