At other times, it runs in the background, uses 1 to 2 % of CPU, which seems normal. What is Trend Micro doing and is there a way to stop it?

Did you put scanning in archive files on?
Did you run a full scan already on those devices?
Witch program exactly is doing that huge CPU use?
What is the version of your OS and TM?

1. I don't understand "scanning in archive files" - can you clarify.
2. I have run a full scan on the devices with a clean outcome, i.e no threats
3. Task Manager shows the program with the huge CPU use is Trend Micro Anti
Malware Solution Platform (which is the same program as when I run a regular TM
scan)
4. OS is Windows 10 Home and TM Internet Security 11.0.1186
By the way, when I disconnect the devices in question, TM continues to run as I originally described, and continues even after I shut down the PC and restart.

Uninstall the TM version using then use the tool here: (write down license key)
Using the Trend Micro Remnant File Remover Tool

Then install the TM version.
Reinstalling the latest version of Trend Micro Security program

reboot.

To help you further with this problem, could you try the following steps and let us know how it goes:
Step1. Disconnecting your USB devices
- Plug in USB devices first. (And the high CPU usage issue should happening.)
- Disconnect your USB devices.
- Reboot your Computer
- Wait for 10 minutes.
- Check your task manager to see if high CPU usage issue still persists.
Please follow the instruction below to do this with The System Configuration window:
- On your keyboard, press the Windows Windows Key + R keys.
- In the Open field, type "msconfig", then press ENTER. The System Configuration window should open.
- Click the Services tab.
- First, tick "Hide all Microsoft services"
- Uncheck (Stopped) all items except "Trend Micro Inc.".
- Click the Startup tab.
- Uncheck all items except "Trend Micro Inc.".
- Then click Apply, then click OK.
- Reboot your computer.
- After rebooting, please confirm if your issue still persists.
Step3. Check if the problem persisit after changing the scan settings
- Untick "Scan for threats when opening, saving, or downloading files"
- Check if the same symptom occurs.
- If the problem solved, tick "Scan for threats when opening, saving, or downloading files" again.
- Untick the option "Enable real time scanning for compressed files (like ZIP files)" this time to see if the problem persists.
