Regarding your description, if you're sure the program is safe, you can refer to the following steps to restore your program:

Restore quarantined or removed files
To restore the quarantined files, do the following:
  1. Open the main console of your Trend Micro Security program by doing either of the following:
    • Double-click the Trend Micro icon on your desktop.
    • Double-click the Trend Micro icon on your system tray (near the clock).
  2. Click Security Reports.
    Security Report
     

  3. Click Security Threats.
    Security Threats
     

  4. Click the file you wish to restore.

  5. Click Restore.
    Restore
     

  6. Read the warning message, then click Yes.
    Ready to restore

When an item from Quarantine is being restored ,it is AUTOMATICALLY added to "Extemption list", so STEP 2 is not necessary.

Trend Micro has decided to block my use of Quark Xpress. No matter how many time I use the unblock facility it does not work. I am about to uninstall Trend as I use this program constantly. Any ideas anyone?

@Hi adodd, Tom's suggestion above should work.

If Trend still blocks Quark Xpress and you use it constantly, you can try filing it on our reclassification site:
False Detection/Re-Classify Requests

I ended up just letting Trend Micro remove the Program and all the data (100gb) then used the restore to add all three programs back, and to exception list-all good now
