Hi ,

- reset system .

- from diagnotis tools , reload Antivirus .

- set DNS at network adapter

Hello, Amir. Thank you for helping us out here, we greatly appreciate it. 

You can try to follow what Amir sent on this reply above first, if the issue persists, you can proceed with the steps below:
Step 1: Enablehidden admin .
a. Press Windows + R keys on your keyboard.
b. In the search results list, right-click Command Prompt, and then click Run as Administrator.
c. When you are prompted by User Account Control, click Continue.
d. At the command prompt, type net user administrator /active:yes, and then press Enter.
Note: You need to disable it once the troubleshooting is done. Just repeat the steps a-d and then type net user administrator /active:no

Step 2:  Uninstall the program using the Uninstalltool or the Diagnostic toolkit. Click here to see the steps on how to do that. 
Note: For steps 2-4,suspend or refrain from restarting your computer, finish using all the toolslisted on those steps first before restarting.
Step 3: Using the Trend Micro Remnant File Remover Tool
Step 4: Using the Trend Micro Permission Tool
Step 5: Restart yourcomputer.
Step 6: Login to theAdmin account.
Note: Please beadvised that after enabling the hidden administrator, you will need to log-inthrough the Administrator account. There should be no password prior to yourlog-in.
Step 7: Once you areon the admin account already, reinstall the Trend Micro program once more.
Installing TrendMicro Maximum Security 11.0
Step 8: Once theprogram is installed again, check if you can install the updates successfully,if yes, proceed with steps 9-10. If not, proceed to Step 11.
Step 9: Restart yourcomputer after the update and login to your user account.
Step 10: Open theprogram and install the update on the user account.
