Thank you for contacting! We checked your account and verified that the product you're using is Password Manager. Since Password Manager does not have any feature related spam mail, we suspect that this issue is due to the Junk Email Filter of your Windows Outlook. Please refer to the Microsoft help doc below from to learn more about Junk Email Filter:
Overview of the Junk Email Filter

Hope this helps!

Hi, no it doesn't help. I have trend micro internet security which is registered through my work. Outlook isn't even picking up the junk mail. I owe about 10 people $20,000 now apparently. Does trend change the subject lines of emails to {Spam?}

Thank you for your reply! Internet Security provides Antispam Toolbar for filtering spam on Outlook, Windows Mail, and Windows Live Mail. However, we checked that the issue you're encountering happens in Outlook 2016, but we're afraid that The Antispam Toolbar is not compatible with Outlook 2016 yet. Here's an online doc for your reference:
Trend Micro Security 10 (2016) Antispam Toolbar is not working in Microsoft Outlook - see "Step 1: Make Sure Your Mail Client Is Supported" section

If the Junk Email Filter of Outlook does not available, please check if there's any antispam add-on installed on your Outlook or if your Internet Service Provider has set on an antispam filter on their end. Thank you.

What can you recommend as an anti-spam program since trend is not compatible with outlook 2016?

As you're using Outlook 2016, we suggest you enable the Junk Email Filter of Outlook 2016 itself. By default, the Junk Email Filter protection level is set to No Automatic Filtering. You can refer to the following Microsoft support page and video to set up your filter.
