Sorry for the late response. Regarding this issue, our suggestion is to reinstall Maximum Security and perform a manual update.Please refer to the link below for more details:
Trend Micro Security program turns on and off automatically

If that does not fix this issue, please follow the steps below to modify the Trend Micro Solution Platform service:
1.  Click Start and type services.msc in the search box
2.  Search for Trend Micro Solution Platform
3.  Double click on Trend Micro Solution Platform
4.  In Startup type, select Automatic
5.  If Service status is stopped then press Start
6.  Press Apply then press OK to close the window
