the quick scan has been "scanning" for a very long time and is stuck on this scan functioning normally....?

It doesn't sound so. I've had mine get stuck at different percentages through the scan a few times. The action I take is to stop the scan, disconnect from the internet, and start a new scan. It has always solved the problem for me, but it doesn't answer the "why".
