We understand that you are having troubles opening the Trend Micro console. We would like to know more about this.
Can recall doing any updates with regard to the Trend Micro Security or even on your operating system? Chances are, the Trend Micro Security program failed to install the updates correctly (more related with how the updates are downloaded, possible due to a network failure) and lead to this problem.
You may try to have the Trend Micro program reinstalled and see if will make any difference.
Also, may we know if you have installed anything in the past days before this problem happened? Have you installed any other Antivirus programs? This will really cause a problem with the Trend Micro Security as they are using the same resources and will create a conflict. Removing them will be also advisable.
