TM does delete Cookies but only the wan that are dangerous for your computer, at the most sites you must confirm that you don't have problems that their site use Cookies else Quit the site.
But in Ccleaner you can do more with what you want and what you don't want, why cleaning Cookies from a site you visit everyday and when you come there again the same Cookies are again download on your computer. Cookies are also for you, browse goes faster on sites you visit often.
Kind regards,
Tom

We were informed by our product development team that the root cause of this issue is the extension name of the cookies changed from ".txt" to ".cookie" after the Windows 10 Anniversary Update. Please refer to the online help document below to download and install the Hotfix: [Hotfix] Trend Micro Security 2017 scan is unable to detect and delete browser cookies
Please do let us know if the Hotfix works for you. Thanks!

I first collect some Cookies as you can see in the screenshot of Ccleaner, then i did a TM scan,
See screenshot TM no Cookies found!! Opened Ccleaner and the same still there!!!
This is after the Hotfix!
So TM leafs the Cookies there by some filter of what?
Kind regards,
Tom

Since Trend Micro Security would only detect and delete malicious cookies while CClean most likely detects all cookies and have the option to delete them, the results are not the same when compared. Please observe for a couple of days, then notify me if you encounter a concern again.
