Thank you for contacting us! The "Protection Disabled" message could be due to your Maximum Security's settings and other factors. Please try the steps in the following help doc first:
“Protection Disabled ... Restart Required” still appears when opening the main console of your Trend Micro Security

If the above procedures do not work, your issue could be due to conflict unwanted software, or PUA - potentially unwanted applications. These unwanted applications typically have names that include the wording "cleaner", "driver", "search", "toolbar", etc. If you find these installed on your PC, please go through your installed programs and uninstall them.
