Password manager diagnostic kit refuses to start components. I did not stop them manually.

Password manager diagnostic kit refuses to start components, despite that being the only option available, yet I did not manually stop components. I'd rather not sign into the Trend micro master account every time password manager craps itself, surely that poses a security risk? Running windows 7 because 10 kept killing my laptop.

Sorry to hear that you are encountering this issue. 

One possible reason that you cannot start the components of the Password Manager using the Diagnostic Toolkit is that there are some errors with the installation of the program. 

To resolve this issue, we have to reinstall the Password Manager on your computer. To do that please follow the steps provided on the links below. 

Step 1. Uninstalling Password Manager on Windows

Step 2. Downloading, activating and installing Password Manager on Windows and Mac
