For your issue, there are several reasons that may cause this to your Trend Micro Program. One of the things that we can do for now is for you to re-install the Trend Micro Program to the latest version. Here's a reference doc for the steps:

If the problem persists, could you provide a bit more details (e.g. the information that the above Tom requested, cannot open the main console, error message XXX is shown), so we can understand more background before recommending a solution. Thanks!

With the reinstallation you do not have to pay anything as it can be done multiple times as long as your subscription is active.
