My full scan hangs at 28% complete.

I've rebooted and started the scan multiple times.

If the Full Scan still hangs at 28% after you tried above solution, this may happen due to the permission problem. Please follow the steps below to check the file's permission.
  1. Check if the file currently being scanned is the same as before, then locate the file.
  2. Open the Task Manager (Press CTRL + SHIFT + ESC)
  3. End Trend Micro Maximum Security in the Task Manager.
    Note: If the scan does not stop, do the following:
    a. 
    Click the Processes tab on the Task Manager.
    b. 
    Select any instance of uiWinMgr.exe, then click End Process.
  4. Right-click the file you found in step 1, then select Properties.
  5. Click the Security tab in the Properties window.
  6. Select each item inside the "Group or user names" section, then check if their Permissions are set to Allow.
    Note: You can follow the steps below to set the Permissions:
    a. Click Edit to modify, then set to Allow.
    b. Click Apply, then click OK for the changes to take effect.
