Thank you for your new purchase of Trend Micro product! For your question, we're afraid that the .csv file you exported from Norton can't be imported directly to Password Manager, since Password Manager doesn't have an import CSV feature. We'll pass this as a possible enhancement to the product development team.
Password Manager can import passwords from the following sources:
1. Another Password Manager's exported file (*.pwm)
2. Browser passwords from Internet Explorer or Firefox
3. LastPass toolbar in Internet Explorer or Firefox

Help doc for 1 & 2: Importing and exporting data in Password Manager
Help doc for 3: Importing browser password using Password Manager browser extension

Our suggestion is, if you don't have a large number of passwords, please manually re-enter the passwords into your new Password Manager. If you have a large password list and you'd like to use file import, then you can try importing your password CSV to Firefox first (there're 3rd party Firefox add-ons for this, but they're not supported by Trend Micro), then go to Password Manager and import from Firefox browser passwords.

We apologize for the inconvenience. If you have more concerns or questions, please let us know. Thank you.
