IExplore blocked after download

TM Internet Security 10.0.1288 (Component versions) closes Microsoft IE11 after a file is downloaded to my computer (Dell Inspiron 980 running Win10).  I experience it downloading statement PDFs from various reputable financial sites.  I have confirmed that it also happens with CSV filetype.  The downloads themselves appear to be completed successfully before IExplorer gets "blocked".  This behavior started in the last month or two, I believe.  Before that I didn't have any problem.

Thanks for asking here! For your issue, we have a support article (Hotfix) related your issue that should help you:

If your problem still persists, let's isolate to make sure the blocking is not due to Maximum Security. Please check if this blocking is occurred after you temporarily disable Trend Micro Toolbar of Maximum Security. We have a support document that explains how to do this:

Don't forget to enable your Trend Micro Toolbar of Maximum Security after the confirmation.

If the problem is due to Maximum Security, could you provide a bit more details so we can understand more background before recommending a solution. 
-Can your download the same PDF files by other browsers? Will other browsers be blocked? (e.g. Google Chrome, Firefox etc.)
-Can you provide the URL of the PDF file?
-Please provide a screenshot of what you're seeing. ( e.g. IE gets "blocked screenshot etc.)
