This tool (WinRAR) is a compression/Decompression tool. It has an option to scan an archived file for viruses(before extracting). How can I tell it the name and location of the .exe and any parameters.

Thanks for asking here! Regarding your request to add Trend Micro Security to WinRAR's anti-virus scan configuration, we're afraid that Maximum Security does not provide an .exe or any parameters to input to WinRAR's scanner configuration. However, here’s two ways for your reference to replace WinRAR’s scanner configuration:
1. Enabling Real-Time Scan For Compressed Files so that this feature will scan every file uncompressed from WinRAR archive.
Running a scan using Trend Micro Security software - Enabling Real-Time Scan For Compressed Files

2. You can right-click on the zip archive and choose "Scan for Security Threats" to perform scan on all files in the archive.

Please let us know if your question is answered. Thank you!
