I tried to upgrade trend micro and the message said that it was disabled

Welcome to TM Home users Community, a public site where volunteers try to help each-other , also there are TM Employees that can give answers.
if you go to start/Trend Micro can you start the program from there?
Is it in the program's uninstall list?
Els do a new install.

I was able to check your Trend Micro subscription and you are using the older version which is 11.0. 

You can try the following the instructions using the link below. 

"Protection Disabled" error message appears when opening the main console of your Trend Micro Security program

I was also able to check that you already contacted our Email Support Team and they have endorsed you to our Phone Support. If you are unable to follow the troubleshooting steps, you can call out hotline instead.
