Hi nelsonfm123 and welcome to the Community!

Have you already tried isolating the issue to check if it is being caused by the Trend Micro program? You may simply turn off/disable the program for awhile and check if you can access the website.

Actually, 404 Error is an HTTP status code that means the page you are trying to reach on a website couldn't be found on their server. This implies a client-side error that could be due to typing the URL incorrectly or the page has been removed from the website. Another possibility is if a website has moved a page or resource but did so without redirecting the old URL to the new one. With this, you may perform some of the troubleshooting steps below.

• Clear browser's cache / Reset browsers

Resetting your web browser for performance and website redirection issues

• Flush DNS

  1. On your keyboard, press the Windows  + R Keys. The Run window should open.
  2. In the Open field, type "cmd", then press ENTER. The Command Prompt window should open.
  3. Type "ipconfig /flushdns", then press ENTER.
  4. Close the Command Prompt window when you receive the following message:

"Successfully flushed the DNS Resolver Cache."

• Move up one directory level at a time in the URL until you find something.

  Example:

    > https://en.community.trendmicro.com/tm_en

• Since you are sure that it is a safe website, you may contact them directly.

I hope this helps! Feel free to post your concern so that we can assist you.
