Thanks for contacting us in community! Actually Trend Micro does not lock user out of downloading, we suspect the issue can be caused by the temporary files or cache files of your web browser. Please refer to the support page below and give it a shot:
Unable to download Trend Micro Security software

If the download issue persists, please open above page on another browser to see if Maximum Security can be downloaded successfully. If not, could you provide a screenshots of download error, so we can understand more background before recommending another solution.
