I see that Tom Emmelot provided you the initial troubleshooting steps already. Kindly perform the steps given by Tom to see it the issue is somehow related to the Trend Micro Maximum Security Program. If possible, Can you provide us a screenshot? You can also try the steps on the link below to turn off the Trend Micro Maximum Security.
