Same here for me. 1 laptop 32-bit Windows 7, another laptop 64-bit Windows 10, both excessive CPU. On my 64-bit desktop Windows 7, TM is the highest consumer of CPU but only 3.5-4%. After doing all the remove and reinstall suggestions above, TM is quiet for a while, but sometime before the next day it's back to 20-30%.

Hi stanheer and welcome to the community!
CPU consumption of the Trend Micro program becomes high once it has activity on the background process such us scanning or updating.
Also, Trend Micro program always check for updates every 3 hours.
Aside from this, high CPU usage of Trend Micro program can happen due to conflicting software, malware infection or remnants of your old Trend Micro program.
To resolve the issue, kindly check the link below:
Slow PC performance due to high CPU or memory usage
I hope this helps. :)

I have used Trend for over 10 years and this is the second time in last three years that this problem has occurred. This problem started after a Windows update -- I have not installed anything new on my computer for over a month. This seems like a common and long known issue with the number of posts about it, I do not understand why Trend has not been able to prevent it from happening. I am a loyal but I am starting to get frustrated. It takes my valuable time to go through all the steps to remove and reinstall the Trend software. If this issue continues I may have to find something new.

Hi
Welcome to TM Home users Community, a public site where volunteers try to help each-other , also there are TM Employees that can give answers, that is only at working hours. I am just a volunteer!
I use TM for 20 years now and i had never these problems i use TM on 2 win 7 and 2 win10 computers at the moment, non of them gives problems. if you find this problems on this site you can see that it happens to some people over a long time. The MS updates are most of the time the moments that this problems cumming up. Look on the help site of MS how many people got MS problems after a update! Also MS is trying to get full control on your PC, step by step they taking your influence away from you and let them take the control. And this may conflict with other programs.
So don't blame TM only for this problems, a lot is cumming from MS!
Hope that the next MS update not give problems on your PC!
Kind regards,
Tom

Hi Tom,
Your response by blaming MS is not a solution. When Apple comes up with an OS update and my app breaks I cannot demand Apple to fix the problem. I have to make the fix and update my app. That is all I am asking Trend to do. Keep on top of these things and make fixes to their program. I paid a lot of money for functional software not to jump through hoops to make things work.

Hi
I dont blame MS instead of TM i only say that the problems are not that much, i think less than 0,1 % and they are her to ask for help. As a beta-tester i report TM if we are testing only about mine and sometimes also my wife's PC. That does a a lot of people all over the world and after the test the new updates are cumming out. But there are so many drivers and programs that can conflict that never all the configurations are tested!
Then MS change some things on the PC and then you got a whole new situation, the update they make, they tested that with the software they deliver but not other software! So TM must FIX that, but as i said before on mine everything is working fine and correct. That is not always, but i report every thing that goes wrong here and they go after it!
Good luck.
Kind regards,
Tom
