received an email on PC (Windows 10 OS; Outlook) claiming malware has locked my system.  TrendMicro security scan gives no indication of installed malware.  What do I do now?

Do nothing! Whatever you do, do not let anyone from the source of this email take control of your computer, which they will most likely ask to do.

This is a scam happening with great frequency and they will charge you to regain control of your device. Don't fall for it.

-I'm not a Trend Micro representative, but I like to give you some suggestion-

Hello rush.
No ones may know remotly that your PC is infected (except particoular cases)
You done right: TM scan did not reported nothing strange, it means all is ok.

It will be great if you want to help sending Microsoft some details of the mail you received  IN THIS LINK

Thank You! :)
