I am operating with Windows 10. I am having some problems and feel they are from "desktop.ini" Why doesn't my Trend Micro antivirus software detect the problem and correct it. I have read a lot about this Trojan Horse and want to confirm that my computer in infected.

Just to inform you, the desktop.ini file is a default hidden file on your computer used to store information about the arrangement of your folder. Essentially, if the layout or settings for a folder are changed, a desktop.ini file is automatically generated to save those changes.
You can try to run a scan first using your Trend Micro software to check if you are infected or not. You can also try to use the tools below for added security:
