Continual update state

So, the last few days my Trend Micro "Maximum Security" version keeps doing some weird things.

on WIN10

1. It will give a pop up notification saying "Update needs you to restart" then before I can even move the mouse over to the notification it vanishes, The sentence is about all I can read before the pop up goes away.

2. Trend Micro goes into a state of "updating", Clicking it open in any form does nothing. When I go to turn off my PC properly it has Trend Micro listed as updating with a big DO NOT TURN OFF.

They seem to go hand in hand, but happen randomly. It also turns its self off from the Chrome Addon I have for TrendMicro.
