"If the version matches, try to reset the components of the Trend Micro program:
Go to Programs -> Trend Micro, open Trend Micro Diagnostic Toolkit.
Go to (C) Uninstall tab and click on 5. Stop all components.
Once done, close the window and restart the computer, this will also restart the components of your Trend Micro program once you’re back up.Once everything's back up, see if the same issue persists".

So, did you installed THIS HOTFIX, right?
Thank you for going through these processes. Since the issue isn't resolved yet, I suggest that you do clean uninstallation and reinstallation of the program at your most convenient time. Some of the solutions are received via installing the latest version of the app which contains all the latest updates.
