For your situation, if you're not using the latest version of Trend Micro Security, we would like to suggest that you reinstall to the latest version to fixing this issue. You can refer to the link below for detailed steps:

If the problem persists, please follow the steps in support page below to apply the hotfix:
[Hotfix] Dangerous Email blocked message from Trend Micro Security

After using the Hotfix, please reboot your computer to check if the problem is solved. 

It's quite a few steps to perform but please do let us know if the above procedures work for you. If the still problem persists, could you please provide the following info so we can assist you further:
- are there any attachments in the blocking emails?
- text or screenshot of the blocked error message 
- e-mail service used (e.g. gmail.com, mail.yahoo.com)
- e-mail program used (e.g. Outlook, Outlook Express)
