To answer your question , you don't have to uninstall and reinstall all the apps that you have on your devices, as they will be automatically updated with the latest expiration date; upon the payment of the renewal.

If you are wondering about the start download button that is shown after successfully doing a renewal purchase, that button is specifically used when you want to install the app to a new device.
