Also, The quick scan will not stop and the X in the top rt corner is grayed out.

This is not the usual behavior of the program, the issue happens when the component handling the scanning process failed or stopped working.

 

To fix the issue you will need to restart the Trend Micro components, you may refer to the link below on how to do it.
